In the latest episode of The Inside View podcast, host Ralph Renzulli interviews Little Falls Mayor Deborah Kaufman, who outlined critical issues facing the city.
Kaufman discussed a November referendum to change the city treasurer position from elected to appointed, citing difficulties in finding qualified candidates within city limits due to population decline and geographic restrictions.
She emphasized the need for a CPA or senior accountant to handle complex financial tasks like bonds and deficit financing, noting the current reliance on an external accounting firm costing $32,000 annually.
Kaufman also addressed the city’s fiscal challenges, including the budget deficit, with expenses at $7.8 million against $3.5 million in property tax revenue. The city is pursuing $3.4 million in state deficit financing to stabilize finances, following near-insolvency in 2024.
Water and sewer rate hikes of 10% and 7.5%, respectively, were attributed to infrastructure mandates, such as replacing lead lines and upgrading wastewater systems, costing millions, while highlighting the extensive work done to mitigate leaks that have cost the city over $300,000 per year.
On community development, Kaufman highlighted the proposed hotel and spa project at Overlook, which requires a zoning change and could boost tourism and jobs. However, she expressed concern over vacant Main Street properties, including the Adirondack Bank’s potential relocation and the deteriorating Herkimer County Trust building.
Despite these challenges, three new businesses opened recently, and the city is exploring revenue options like selling water to neighboring communities and a bed tax.
Kaufman also noted progress on Downtown Revitalization Initiative (DRI) projects, including Main Street improvements and the Sealy Street Promenade, though financial constraints delay some efforts.
She underscored the city’s improved financial oversight since taking office in 2024, with monthly budget reports and consolidated accounts, but warned that Little Falls remains in a precarious fiscal state requiring creative solutions.
